Culture-fair assessments, the Brandweer standard
NOA (Normeringsinstituut voor Opleidingen en Assessments) is a research institute of the Vrije Universiteit Amsterdam. Their MCT (Multiculturele Capaciteitentest) series is the market leader in culture-fair cognitive assessments in the Netherlands. MCT-H is used for HBO/WO selection; MCT-M for MBO and Brandweer (fire service) admission. NOA uniquely adds 'Integrity' as a 6th dimension to the Big Five personality model.

MCT tests are culture-fair. They minimize language and cultural bias. This means abstract and spatial reasoning are heavily weighted.
For Brandweer (fire service) selection, the MCT-M is the standard. Practice practical numerical reasoning with job-relevant scenarios (distances, volumes, weights).
The 21+ Toelatingstoets is used for HBO admission for candidates over 21 without a VWO diploma. It covers all four cognitive domains at HBO level.
NOA's Integriteitsschaal is unique. Be consistent in your answers. The scale detects social desirability bias (answering to look good).
For Defensie (military) selection, the Q1000 (Assessio) is used, not NOA. Check the specific vacancy for the correct test provider.
Culture-fair tests are designed to minimize the advantage of candidates from specific cultural or linguistic backgrounds. NOA's MCT series uses abstract, numerical, and spatial tasks that don't require advanced Dutch language skills. This makes them fairer for candidates from diverse backgrounds and is why they're used by Brandweer and other public sector employers committed to diversity.
MCT-H (Hoog) is calibrated for HBO/WO (higher education) level candidates. MCT-M (Midden) is calibrated for MBO level. The difficulty, norm groups, and cut-off scores differ significantly. Brandweer uses MCT-M; universities and management traineeships use MCT-H.
The 21+ Toelatingstoets is an HBO entrance exam for candidates aged 21 or older who don't have a VWO (pre-university) diploma. It's administered by NOA on behalf of Dutch universities of applied sciences (hogescholen). Passing this test allows mature candidates to enter HBO programs without traditional qualifications.
